The difference between "BAD" and "TOO BAD". Katrina was bad. Chernobyl was too bad; meaning that Chernobyl couldn't be rebuilt; if it had just been "bad" then people would be living there. I am not being cruel when I say it was too bad; that's just a slang way of using that phrase. I am being serious: it was much too bad to do anything about it after it happened.
